EARN - Employment Advancement and Retention Network
MCFS EARN program is designed to assist employable adults applying for Temporary Assistance to Needy Families (TANF) cash assistance to reach their goal of employment. MCFS operates an 8-week job readiness and employment services for adults who are transitioning from Welfare to Work. This program provides comprehensive employer readiness activities and services to participants referred to MCFS by the County Assistant Office.
Program Services
The scope of services provided by MCFS are geared toward equipping participants with skills needed to obtain and maintain gainful employment. Program components include the following:
Job Readiness Assessments
Orientation
Employer Soft Skills Training
Resume/Cover Letter writing/Interviewing
Basic computer education
Career Workshops & Job Fairs
Job Search/Job Placements
Criminal Background (FBI, Pennsylvania) Clearances
Child Abuse Clearances
Case Management
Benefits to Employers
There are several benefits to hiring an EARN Participant, including:
MCFS will do the criminal background checks, FBI record check, and child abuse clearance for each individual before being hired.
Employers hiring TANF(Temporary Assistance for Needy Families) participants can claim the Work Opportunity Tax Credit (WOTC).

Talibah Burnett Tells Her Story
I enjoyed joining the MCFS EARN Program. The program helped me to remember all the things that I needed to know to have success finding employment. At First, I was thinking “ I can find a job on my own, why do I have to come here and sit in the class all day. I don’t want to be here”. But you know what? It all paid off in the long run because I’m employed now and have been for almost a month now.
As of 12/4/2009 Talibah Burnett-EARN Participant works as a Lunch Aide at an area day care center.
